What that overlay records is forecast exposure: Brisbane Airport describes an ANEF as the primary tool for considering and managing aircraft noise impact in new development around Australian airports. It is not a measure of what is audible at any address, inside a contour or outside one. Where the footprint falls is the part worth knowing: every hectare of it is zoned Sport and recreation and sits inside a single 86.17-hectare holding at 1207 Nudgee Road, the published address of Nudgee Golf Club. Not one square metre of Nudgee's 85.41 hectares of General residential zoning lies inside any contour, and the nearest residential zoning is 758.5 metres from the nearest contour edge — which is a finding about where the map sits, not a statement about what anyone hears.

Why this matters here

What sets the specification in Nudgee

A noise fence does its work by standing in the path between a source and a listener. The Department of Transport and Main Roads states the condition directly in its Transport Noise Management Code of Practice: earth mounds and noise fences are effective only where the line of sight between the source and the reception point is fully interrupted. Against an aircraft in motion there is no path on the ground to occupy — no boundary line exists anywhere between a Nudgee listener and that source for a fence to be built on — and Queensland law has reached the matter from the other side. Schedule 1 of the Environmental Protection Act 1994 (Qld) excludes noise from aircraft movement from the environmental nuisance provisions entirely, and the body that receives aircraft noise complaints is Airservices Australia, through its Noise Complaints and Information Service, with the Aircraft Noise Ombudsman available to review how a complaint has been handled.

None of that says Nudgee is quiet. An ANEF contour maps forecast exposure so that land use and building work can be planned around it; it is not a measure of audibility, and aircraft are routinely heard well outside an ANEF 20 boundary. Airservices is also running a live Noise Action Plan for Brisbane, developed after the new parallel runway opened in July 2020, which includes proposed changes to northern flight paths recorded as under assessment. The question is open, and it sits with a body that can act on it.

What a fence in Nudgee can be built for is at ground level and close to the boundary. Council maps 213 transport noise corridor parcels in the locality once boundary slivers under five square metres are excluded, a filter that removes 31.3% of the raw count, and 153 of those parcels have their centroid inside General residential zoning. The locality also carries 4,806.9 metres of state-controlled road centreline across 14 segments, with the nearest General residential zoned land 154.2 metres back from it. Where a barrier is the right purchase, the completed line is what decides the outcome: TMR's Noise Fences specification permits no gap in any part of a run other than one required for surface drainage at ground level, and calls for acoustic seals between panels, at the base, and between units and posts.

The other side of a Nudgee boundary is often an organisation rather than a neighbour

Why it happens

Eleven distinct holdings of five hectares or more cover 220.17 hectares of Nudgee, 56.1% of the locality, and the 2021 Census recorded no flats or apartments among its occupied private dwellings. The largest of them is the golf-course holding on Nudgee Road, 21.9% of the locality by itself. The 22.00-hectare holding at 491–493 St Vincents Road is Nudgee Cemetery, operated by The Corporation of the Trustees of the Roman Catholic Archdiocese of Brisbane. The 22.69-hectare holding at 131 Queens Road is Mercy Community's aged care campus, run by Mercy Community Services SEQ Limited. Council reserve and covenant tenures account for more of the locality again.

Why it matters

A club committee, a trustee corporation, a care provider or a council reserve is a different counterparty from a neighbour. The approval chain is longer, the run is longer, and the party who signs the order is not the party who lives behind the line.

A cemetery boundary carries a heritage listing that a fencing quote cannot interpret

Why it happens

Nudgee Cemetery has been a Brisbane City Local Heritage Place since 1 July 2003, on a 22.00-hectare freehold holding zoned Community facilities for cemetery use, in operation since 1867.

Why it matters

A heritage listing is a live consideration for anything built at that boundary, and what it means in a particular case is a matter for the council and for the landowner's own advice rather than something a contractor can settle from a site measurement.

One address, several sources, and only one of them close enough for a barrier to matter

Why it happens

Nudgee carries a state-controlled road that runs well back from the nearest housing zone, while the ground-level situations RYNO's hub page describes for this service sit within a few metres of a boundary line. A single Nudgee address can be exposed to both at once, and only one of them is near enough for a barrier to be standing in the right place.

Why it matters

The Department of Transport and Main Roads' own code of practice lists other noise sources in the area among the reasons a barrier can be technically infeasible, and records that for isolated noisy events it is unable to provide strategies to reduce them, attenuation treatments away from the source being neither technically feasible, reasonable nor cost effective. A fence bought to answer one source at a site that has three is money spent on a partial result.

Why it happens

The council overlay carrying Nudgee's contours was last modified on 29 May 2024. Brisbane Airport's 2026 Master Plan presents its own 2026 ANEF contours, based on current operating flight paths, and states they will be reviewed and updated again once Noise Action Plan outcomes are known. Those outcomes are not settled either: the northern flight-path proposals inside that programme are recorded as still under assessment.

Why it matters

A decision made against a contour is a decision made against a forecast prepared for land-use planning, which does not record what anyone hears at a particular address and is not the last word either. Treating the map as settled, in either direction, is the error.

The building-approval question gets pointed at the fencing contractor

Why it happens

The Queensland Development Code part that carries the transport noise corridor categories is written about buildings — engaged when a building application is made — and TMR records the responsibility for checking compliance with it as sitting with building certifiers.

Why it matters

Whether anything built on a Nudgee property needs a building approval has a proper decision-maker, and it is not a fencing contractor. This page does not answer it in either direction: stating that no approval is needed would be as much a regulatory assertion as stating that one is.

All of that land is zoned Sport and recreation, and it falls on the golf-course holding on Nudgee Road. The council's zoning layer puts no part of the locality's General residential zoning under any contour, with 758.5 metres between the two at their closest point. That describes where a planning map falls; it does not describe what is audible at any address.

My address is outside the contour. Does that mean aircraft will not be audible?
